External Jury and Assessment Support for Higher Education

A guide to defining the role, evidence, rubric, independence and reporting needed when a school involves an external assessor or jury member.

Clarify the external role

External jury support can include oral examination, project review, moderation, professional feedback or participation in a formal award decision. These roles are not interchangeable.

Before appointing an assessor, the school should state whether the person recommends a mark, confirms a mark, moderates internal grading or contributes to a collective jury decision. The escalation route for disagreements should also be clear.

Prepare a consistent evidence pack

External assessors need the programme level, learning outcomes, assessment brief, rubric, timing, expected questions and any institutional rules. If several assessors participate, they should receive the same version of every document.

A short calibration discussion helps clarify how criteria are interpreted and what performance at each level looks like. This is particularly important for oral examinations and multidisciplinary projects.

  • Programme and qualification level
  • Published learning outcomes
  • Student assessment brief
  • Rubric and marking scale
  • Timing and questioning protocol
  • Decision, moderation and reporting process

Protect fairness and independence

Assessors should declare relevant conflicts of interest and avoid evaluating work where impartiality could reasonably be questioned. Students should face equivalent conditions, including comparable preparation time and questioning depth.

Reasonable accommodations and language expectations should be communicated in advance so that assessors do not unintentionally apply inconsistent standards.

Create an auditable record

The final record should show the evidence reviewed, criteria applied, decision reached and any moderation or follow-up required. Notes should be factual and proportionate rather than speculative descriptions of the student.

This documentation supports student feedback, internal quality review and resolution of later questions about how the decision was reached.

Frequently asked questions

Direct answers

What does an external jury member need before an assessment?

They need the programme level, learning outcomes, assessment brief, rubric, timing, questioning protocol, decision authority and reporting requirements.

Can an external assessor decide the final grade?

Only if the school's approved assessment rules explicitly give that authority. Otherwise the assessor may recommend, moderate or contribute to a collective decision.

How can schools improve consistency between assessors?

Use the same evidence pack and rubric, hold a short calibration discussion, apply equivalent student conditions and document how disagreements are resolved.
